NIGIS as Agency
Good land management confers security to the land owner/holder and helps the stability of a state. Any action on the land impacts on both the life of the people and the government and may alter the tone of developments and other activities. it is therefore a critical factor in national development. NIGIS is poised to provide the tool for modernizing and improving the management system, making it more efficient, functional and flexible.
The Agency's History
The past administration led by the Chief Servant, Dr. Mu'azu Babangida Aliyu (CON) took a giant step by the introduction and establishment of Niger State Geographic Information System (NIGIS) to effectively coordinate and enhance land use administration and documentation process, as well as leveraging on same to improve revenue generation..
Commissioning
In 2011 NIGIS Agency was commissioned by the President and Commander in Chief of the Federal Republic of Nigeria, Dr. Goodluck Ebele Jonathan GCFR in 2011, since then NIGIS has moved from project to a full pledged agency backed by law. The NIGIS Bill, which was passed and gazetted spelt out that the Agency shall be responsible:
i. For maintaining, generating, managing and providing information on land transactions;
ii. For registration of land instrument, regulation and control of conduct of searches on land;
iii. Production of certificate of occupancy; and
iv. Subject to the provision of this Bill, such other matters as the Governor may from time to time prescribe.
The law equally empowers NIGIS to:
i. Introduce, implement and sustain best practices for record of land ownership and title certification in Niger State
ii. Receive, conduct due diligence on, and verify applications for issuance of certificate of occupancy for land or grant of other rights over land or subsequent transaction in land, within Niger State and forward same to the appropriate authority.
iii. Develop and maintain a database of all land within the state particularly with respect to title and title history, location, size, use and other related indicators;
iv. Permit access to existing data on land for the purpose of conducting title searches for members of the public at a fee to be prescribed from time to time; and
v. Undertake all such other activates as required for efficient discharge of its mandate.
